該片講述了國情局秘密王牌特工—“彈頭”小組的四位成員“戰(zhàn)略大師”艾力克斯、“百變玫瑰”比比、“暴風梟雄”布萊克、“冷刀瘋子”柯莉兒被犯罪集團陷害，成了國情局通緝的要犯。通過一系列被追殺、深入敵后、拯救人質(zhì)等反恐行動，經(jīng)歷一次次的磨難之后，最終擺脫困境，找出犯罪集團首腦并將其一網(wǎng)打盡的故事。
