故事講述了龍山地區接連發生兩樁命案，在社會上引起巨大反響，百姓惶惶不安，警方壓力劇增，隨即成立“118”大案專案組，正副組長分別由主管刑偵的副局長李輝和刑警隊長郭明擔任。還有十多天就要退休的李輝，決心在退休前拿下這個案子，給自己從事了一輩子的刑警事業畫上一個圓滿的句號。但是，兩樁看似毫無聯系的命案背后，隱藏著一個精心設計的陰謀，案情迷霧重重。新老刑警冰釋前嫌聯手偵破，最終迷霧消散。
